Chief Executive Officer

Tab brings over twenty successful years in the health care and insurance industries to her role as current CEO of ChiroCare. She is an accomplished and versatile executive with a proven track record of leadership, performance and profitability in rapidly changing, dynamic environments. She continues to be recognized for attaining outstanding results through visionary strategic insights, motivating leadership and exceptional sales skills backed by sound business judgment.

Tab has a Masters in Healthcare Administration from the University of San Francisco and a Masters in LEAN from the University of St. Thomas.

Vivi-Ann Fischer, D.C.
Chair of the Board

Newly elected as ChiroCare's Chair of the Board, Dr. Fischer brings over 20 years of clinical and 17 years managed health care experience. She currently serves on the Northwestern Health Science University Board of Trustees and has served on the Board of Directors of the Minnesota Chiropractic Association. She founded Plymouth Grove Chiropractic, P.A. in 1988 and previously practiced in Duluth, Minnesota. Dr. Fischer enjoys chiropractic because she embraces the concept of empowering individuals to maximize their health and wellness as much as possible through natural methods. Dr. Fischer prides herself of using her vast experience to help her patients reach their full recovery potential.

Dr. Fischer graduated with her doctorate from Northwestern Health Science University and her Bachelors' of Science from the University of Minnesota.

William Barrett, D.C.
Chief Clinical Officer

Dr. Barrett serves as ChiroCare’s Chief Clinical Officer. With more than 30 years of clinical experience, Dr. Barrett consistently provides high quality care at his established practice in the community of Hugo, Minnesota. He became interested in the chiropractic profession after a personal back injury in college. Chiropractic treatment offered Dr. Barrett relief when conventional medicine did not, and he has dedicated his professional life to helping others achieve the same positive outcome.

Dr. Barrett graduated from Northwestern College of Chiropractic and the University of Minnesota.

David Carufel
Chief Financial and Information Officer

David has over twenty years of financial, technology and operational experience within the healthcare field. He currently oversees the financial operations and technology needs of ChiroCare. His financial background includes financial statement oversight, budget and forecasting, receivable/payable management and financial analysis. He’s used his blend of operating and technology expertise to help architect, advance and support healthcare technology platforms. He is recognized for his balanced decision-making approach, analytic mindset and ability to create and enact solutions.

David has degrees in Accounting and Finance from Minnesota State University, a CPA certificate, and he’s completed the PDI Executive Development Program.

Kelsey Brodsho, J.D. M.S.

Kelsey Brodsho, JD, MS, is attorney and consultant with Halleland Habicht. Her expertise lies in advising health care industry clients on regulatory and compliance issues. She helps her clients develop, implement, and improve compliance programs. Kelsey advises on Medicare and Medicaid issues, HIPAA regulations, state provider and facility licensing requirements, and accreditation standards. She has experience as a hospital patient safety/ risk officer and as a bioethics research assistant.

Kelsey graduated from the Joint Degree Program in Law, Health and the Life Sciences at the University of Minnesota and holds a degree in public health from Johns Hopkins University. She is certified in health care compliance (CHC) by the Health Care Compliance Association.
